While it remains the single biggest contributor to GDP, gaming is largely invisible in Macao. In 1999, following centuries of Portuguese governance, Macao was handed back to China, but it retained its status as a Special Administrative Region with a high degree of autonomy. The liberalization of its gaming industry in 2002 marked a turning point, when the local government opened up the sector to foreign competition.
This led to an explosion in casino development and foreign investment – Sands, MGM, Wynn all have massive integrated resorts here – transforming Macao into the world’s largest gaming market with up to 60% of its GDP coming from the sector. To put figures on it, gaming revenue in Vegas was USD$9B in 2023. In Macao it was USD$23B (down significantly from USD$36B pre Covid).
Diversification
Looking ahead, and armed with hard lessons learned from the COVID-19 pandemic, the central government in Beijing is keen to diversify Macao’s economic model. Among the key drivers identified is the business events sector, commonly referred to as MICE (Meetings, Incentives, Conferences, and Exhibitions) in Asia.
On the ICCA rankings, Macao is currently 67th having hosted 23 international association conferences in 2023. This places it ahead of Ghana (20 meetings) but behind Bulgaria, Qatar and Dominican Republic (24 meetings).
Macao’s potential as a MICE destination is extraordinary, and recent improvements in infrastructure and access are positioning it as a rising star in the global business events industry. With a history deeply rooted in cultural exchange and a reputation as the world’s largest gaming market, Macao is now leveraging its assets to expand beyond gaming into the lucrative MICE sector.
